High-tech enterprises refer to the development of new fields through science and technology or scientific inventions, or innovative operations in the original fields. On the basis of defining the scope of high-tech industries, the concept of high-tech enterprises can be defined from the "Administrative Measures for the Recognition of High-tech Enterprises" revised and issued by the state in 2016. Therefore, in my country, high-tech enterprises generally refer to the continuous research and development and transformation of technological achievements within the scope of the "High-tech Fields Supported by the State" promulgated by the state. A resident enterprise that forms the core independent intellectual property rights of the enterprise and conducts business activities on this basis is a knowledge-intensive and technology-intensive economic entity.
Our company passed the high-tech enterprise certification on December 11, 2020. This certificate is the country's recognition of our company's products and scientific and technological achievements.
Requirements for the identification of high-tech enterprises:
According to the revised "Administrative Measures for the Recognition of High-tech Enterprises" and "High-tech Fields Supported by the State" jointly issued by the Ministry of Science and Technology, the Ministry of Finance and the State Administration of Taxation in March 2016, the standards for the recognition of high-tech enterprises are as follows:
(1) The enterprise must be registered and established for more than one year when applying for accreditation.
(2) The enterprise obtains the ownership of the intellectual property rights that play a core technical supporting role for its main products (services) through independent research and development, transfer, donation, merger and acquisition, etc.
(3) The technology that plays a core supporting role for the main products (services) of the enterprise belongs to the scope stipulated in the "High and New Technology Fields Supported by the State".
(4) The proportion of scientific and technological personnel engaged in R&D and related technological innovation activities in the enterprise shall not be less than 10% of the total number of employees of the enterprise in that year.
(5) The ratio of the total research and development expenses of the enterprise to the total sales revenue of the same period in the past three fiscal years (the actual operating period is less than three years is calculated according to the actual operating time, the same below) meets the following requirements:
a. Enterprises whose sales revenue in the last year is less than 50 million yuan (inclusive) shall not be less than 5%.
b. Enterprises with sales revenue of 50 million yuan to 200 million yuan (inclusive) in the most recent year, the proportion is not less than 4%.
c. The proportion of enterprises with sales revenue of more than 200 million yuan in the last year is not less than 3%.
Among them, the total research and development expenses incurred by the enterprise in China shall not be less than 60% of the total research and development expenses.
(6) Income from high-tech products (services) in the past year accounted for no less than 60% of the total income of the enterprise in the same period.
(7) The evaluation of enterprise innovation ability should meet the corresponding requirements.
(8) No major safety, major quality accident or serious environmental violation has occurred within the year before the enterprise applies for accreditation.
